The Board of Directors brings a diverse range of skills to the Company. Each Director has experienced independent success in Australian business and collectively they have extensive experience in the insurance and building & construction industries.
This combination of experience, skill and discipline gives MBA Insurance Services the ability to deliver insurance risk solutions that offer consumers unprecedented value and service.
Hugh Khull (Chairman)
Hugh’s involvement with MBA Insurance Services commenced in July 2004 when he took on a consulting role to assist in the establishment of the company and in obtaining its Australian Financial Services Licence. Hugh continued with MBA Insurance Services as the Chairman of the Board when the Company commenced operating.
Hugh has a long career in general insurance, entering the industry in 1966. His experience covers most aspects of the industry, including underwriting, claims and risk surveying. He has held a number of senior management positions including that of General Manager of a specialist regional insurance company. He is currently a practicing loss adjuster involved in the negotiation and settlement of claims.
Hugh is a Fellow of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF) and a Certified Insurance Professional (CIP). He also holds a qualification in Risk Management and is an Associate in Risk Management from the Insurance Institute of America.
Brian Welch
Brian Welch is the Executive Director of the Master Builders Association of Victoria, a position he has held since September 1994.
Prior to joining the Master Builders Association, Brian held the position of Executive Director of the Building Owners & Managers Association (“BOMA”) from 1989 to 1994, now known as the Property Council of Australia.
Before BOMA, Brian was General Manager at the Housing Industry Association, commencing with the HIA as Marketing Manager in 1984. His background up to that time had predominantly been in sales/marketing roles and he spent some time as an Export Manager in the Middle East, living in Saudi Arabia for 12 months.

Graham Keating
Graham Keating has been a Board Member since the inception of MBA Insurance Services in 2005.
With 46 years experience in the commercial building industry Graham offers a builder’s perspective to Board considerations and discussion.
Graham is a past President of Master Builders Tasmania and currently a State Councilor and Treasurer of MBAT.
Graham is Managing Director of CDC Management Pty Ltd a Building Consultancy specialising in Project Management.
Graham Kemp
Graham is the Executive Director of the Master Builders NT, the Northern Territory’s peak construction industry body. Graham has had an extensive background in the construction industry and particularly in the last 15 years with industry associations.

Sean Gavin
Sean Gavin is Managing Director of Gavin Construction and joined the MBAIS Board in March 2009. As Managing Director, Sean is responsibile for quality assurance, strategic
planning, customer liaison, marketing and administration.
Sean was born into the building industry, and developed a passion for construction early in life through sharing the daily experiences of his father Mike. Now as a 2nd generation family business under Sean’s tenure, Gavin Construction has grown to its current position of prominence in Western Australia as a leader in the Design and Construction of commercial and industrial projects.
Sean is a Registered Builder and is also the holder of a Real Estate & Business Sales Representative Licence. In addition to his vast construction experience, Sean has also developed a broad knowledge of business principles and efficiency from his experience as a Broker, Commercial and Industrial Agent and Developer. Sean is an elected member of the MBA Council of Management and holds the position of Vice President.
